Разглядывая схему HY3002

А вот кто бы объяснил, зачем неизвестные китайские схемотехники закоротили выход БП на землю (см. участок цепи между R15 и C19,C20,R38,VD32)?

P.S. Причём это не ошибка, в HY3005 всё то же самое.
